Emails are removed from the send email promotion email address list when a customer chooses to opt out of the emails. To add then back in go under Setup and choose Run Admin Tasks, select Remove Email From Opt Out List, enter the email address and click Submit. The address will then be added back to the list as long as it is also in the customers account.
